how strong is yajirobe ?

Hmm... Yajirobe attacked underestimating his opponent, got knocked around a bit, got back up, started knocking Cymbal around like it was nothing before showing his speed by dodging Cymbal's attacks and then slicing him. Goku was even very impressed.
Where did you get the underestimated thing from? Cymbal dodges one of Yajirobes attacks and hits him three times, knocking him flat on his face. Yajirobe only hit Cymbal once and it didn't even knock him down, just twisted his upper half slightly (he kicked his chin). Yajirobe is frantically dodging Cymbal's ki attacks at first, before getting his sword out and charging at him.
Doesn't change the fact that Goku was impressed.
Goku was also impressed by Kaioshin beating Freeza :P There are many times Goku will be impressed by somebody even if they're a lot weaker than him, for a more relevant and recent (to the Yajirobe fight) case, he calls Krillin amazing in the 22nd Budokai, just like he calls Yajirobe amazing here.

Goku being impressed doesn't change the fact:
1) Yajirobe struggled with someone Goku could beat with ease
2) Yajirobe is clearly scared when Goku is going all out agaisnt Tambourine, implying Goku wasn't doing the same to him
3) Goku merely called Yajirobe resilient, not strong (which Yajirobe does call Goku).

but the sword allow him to use his power. his punches are weak because he doesnt train his body to punch, he does train his body to slice.
that is a reason why i find him hard to evaluate.

*goku is the other way around with a sword. he can punch but not slice.


EDIT:
and about scared or whatever he show us, this is also a problem for me to evaluate because he is the kind of character that what you see on the outside is not the same as inside.
